Gates says Missouri has chosen to provide a benefit to those donors as opposed to attempting to directly fund private entities with tax dollars. “Recent legislative updates have strengthened the program’s foundation,” he says. “In 2021, Missouri enhanced its support for foster and adoptive families, demonstrating the state’s commitment to comprehensive child welfare reform. These changes have created a more robust support system for organizations working in the adoption and foster care space.”

The program’s success has caught the attention of other states seeking innovative solutions to child welfare funding challenges. Missouri’s model demonstrates how tax policy can be leveraged to create sustainable funding streams for essential social services while providing tangible benefits to donors.
